Dust, water vapour, and man-made pollution in the atmosphere, as well as the fact that the light has to travel through more of the Earth's atmosphere as it gets lower in the sky.

It's worth mentioning that Mars does, essentially, the opposite apparently.
The dust particles are a little larger so the blue light does not scatter very well but the red does. The sunlight near the area around the sun scatters the red light in the Martian atmosphere and leaves the camera seeing blue light as a result. [I'm pretty sure on this one].
