CNN article on leap second

In the title, they talk about Earth changing it's spin. My question is, are leap seconds used to keep our day precise (which would agree with the title), or our year (which has nothing to do with earths "spin", but rather the earth's orbital period around the sun).

Regardless, talk about a sensationalistic title!
