    If you mean fully reusable, low-cost, quick turn around...then I have to disappoint you: there's already a patent for that. Wink wink, nudge nudge, sarcastic grin.

    I'm sorry, I thought "cartoon" covered it, but you're right that "cartoon" can refer to both an animated film and a drawing, I should have specified that it was an animation.

    United Launch Alliance's Atlas-Centaur rocket has been put together for deploying the Air Force's third Orbital Test Vehicle flight, a mission that will demonstrate the reusability of the X-37B spaceplane when it blasts off Oct. 25 [2012].

    OTV-3. Orbital Test Vehicle-3.

    From Wiki:
    The third OTV mission will be the second mission for the first X-37B vehicle, which stayed in orbit for 224 days in 2010 on the first mission. It is scheduled to launch on 25 October 2012
    A unmanned reusable satellite/spacecraft. Awsome!
    Now, just built a couple of thousands of them, and use them to clean up LEO.
