Not entirely true. Here, in traffic court, they just want to avoid the time and expense of trial. For all parties. Odds are pretty good they'll get you for it if it does end up going to court, but they'd really rather it didn't. So they'll let you plea to something else which will cost you a lot less and won't take your time and their money.
