I have a question regarding this... Does anyone have a good link to an explanation of how an underground test facility works? I've always been curious how you can set off a nuclear chain reaction (in this case apparently somewhere near a city) and contain it underground.
The world just became a far more dangerous place.

This is actually good news. Better than them having a bomb and not telling anyone about it because they wanted it to be a surprise. (A la Dr Strangelove.)
Now that they have their nuclear deterrent in the open hopefully this will help stabilize the situation. They should feel more secure now and will hopefully put more effort into reforming their economy, which they have been doing at a gradual rate. With luck the people of North Korea will soon see the sort of economic growth they are now seeing in India and which the Chinese have gotten used to.

I will go that one step farther.
North Korea have every right to build and test there own defense system in their own country. Lets be comforted by the thought that just across their northern boarder lies China. You would not want them as a enemy would you.? I do not see this as unsettling the region.
The White House has already issued a statement.
They are still using the more diplomatic future tense even though the statement came after the report of the test - though before the USGS data was released."A North Korean nuclear test would constitute a provocative act in defiance of the will of the international community and of our call to refrain from actions that would aggravate tensions in Northeast Asia,"
