Concerning the intensity and polarization being out of step, look at this graph from the above mentioned site:
The graph has no labels for the axis, but the vertical axis is intensity, and the horizontal access is frequency, where they have essentially taken a Forier transform of the CMB intensity, and polarized CMB intensity over the entire sky, and found the characteristic sizes of the domains.
I think the word accoustic is a little odd to use here because the wave lengths are pretty long, but it is appropriate because it is really the waves of matter being propelled against each other that is causing this phenomenon. The polarization chart is a firthur indication that this guess as to the cause is the correct one.
