Perhaps Io is shrinking. Or maybe it's not shrinking and its interior is expanding via phase change or crystals with larger lattice structures.

Or, perhaps, parts of the crust are subsiding and, eventually, getting resorbed into the mantle without specific subduction zones. Another place we need to get some seismographic stations.
