It might also be used in city where traffic congestion is common and weather/climate means people will be using batteries for heating and cooling of the cabin while moving at slow speeds.

A battery swap service at gas stations would be far more reasonable, and would solve numerous other problems. Batteries could be charged under conditions that optimize for capacity and lifetime rather than charging speed, damaged or aged batteries could easily be removed from the pool and sent in for recycling. Upgrades to battery chemistry could be rolled out immediately, and you could even select different battery types for different activities...high density but non-rechargeable aluminum-air batteries for long trips or hauling loads, cold weather batteries when you're heading toward higher latitudes in the winter, etc.
