Actually it isn't really Norway, it is Atlantis. Norway is just a ruse. They are playing a game called, dress like frogmen and run across a pretend human road. Looks quite realistic doesn't it?
If you look toward the location of the chairs and the blue van when the camera car is at the intersection and approaching, the chairs aren't there yet. The frogmen are standing next to the chairs in the next "frame," and are sitting just before and during camera car passing.

I looked at the pic of my house and noticed something. And then I knew when exactly they had been down our street.
There, up on a ladder, was yours truly, stringing Christmas lights in our sweet gum.

I get a kick out of stuff like this.
They have been known to throw in thier own "Easter Eggs".
Edit: Actually, the more I think about it, Google most likely had some part in it. I can't imagine anybody being able to get behind the vehicle fast enough in flippers. Perhaps the driver just slowed down after seeing them thinking it would be funny.
I'd have to do a search to find my source again, but I do believe they were friends of the driver. That's how they new when their street would be getting photographed.
