For instance, with all this talk about motor vehicle pollution my suggestion is:

If the government are REALLY serious about cutting down on motor vehicle pollution, pass a law making it illegal to pump the noxious emissions directly into the atmosphere. All exhaust gases, by law, must pump directly into the vehicle itself.

I think this would curtail unneccessary trips to the supermarket !

I'd like to see back engineered alien technology used to brighten global dimming and cool Global Warming while all the time darning my socks and guaranteeing that desalination makes deserts bloom and ensures there are enough hops and barley being grown to make beer.

The same could be said of cigarettes to pay for health care. The problem is both are an easy source of cash and the money would almost certainly not reach their intended targets. However, it would still be indirectly subsidizing low-emission cars by reducing their price (by comparison), thus driving people towards low-emission cars. Similarly, taxing cigarettes would reduce people's quantity demanded. It would throw the system out of equilibrium but sometimes that is not a bad thing.

Or they could put the tax on the fuel instead of the car, which would be sensitive to how much the car is driven.
