Was it just last year? Was it a state legislature, or the U.S. Congress? (My memory, one of the more dubious devices I have, is that it was the N.Y. state legislature.) Anyway, they passed a humorous bill requesting an end to the drought.... And the flooding started almost immediately...

It isn't nice to make demands of mother nature!
