I can't help but wonder if this is a repeat of the Goldstone training range flare incident a decade earlier, where no one in the U.S. government seemed to care enough to declassify a training exercise so as to answer the voluminous questions being asked about the parachute flares seen by countless citizens on a clear desert night.
